    change permissions on access 2013

I have a vb.net 2010 app that updates an Access 2013 database. I want to be able to change permissions so that I can look at a sql view and paste the sql into the sql view. I want to paste the sql generated by the vb.net 2010 app directly into access 2013 so that I can see what is wrong with the app. The access 2013 database does not let me have this access.
When I look at the following link: https://kb.wisc.edu/page.php?id=34936#_modify it shows how to modify permissions. My problem is once I click on the file tab, I do not see an account setting tab. I see an 'account'. I do not see anything that points to delegate access.
Thus can you tell me and/or point me to a reference that tells me how to change permissions on the access 2013 database that I am working on?

That article is about Outlook calendar, not Access.

You can't open the Access 2013 backend file directly and use the query builder (SQL View)?
How to attach file: http://www.accessforums.net/showthread.php?t=70301 To provide db: copy, remove confidential data, run compact & repair, zip w/Windows Compression.
