Pls help in designing tables

Hi Friends,
I am designing a student Database for my Organisation.I got struck while creating tables.I want to create three basic tables
1)Component Table:component here are like application fees,admission fees,maintainance fees etc
2)Plan tablelan will be corporate plan a different plan for each company like Accenture,IBM.
3)Program table:It will club all the plans inside it.Plan name will be as Infants(2015-2016)->Accenture Infants->application fees->admission fees.
Component->Plan->Program.This is the workflow.
Component are multiple,plans also multiple and they are clubed inside Programs.
In component table the fields are component id,component name.
Plan table containslan id,plan name,component id,plan start date,plan end date,plan due date,plan value(amount of component like app fees-300),fee payable unit-like monthy,Quaterly or yearly.
Program table containsrogram id,program name,plan id,program start date,program end date.
I am trying to link in opp direction like prog to plan and plan to comp.Am i right?

Pls suggest me the table structure and how to link them up.

What is the purpose of this proposed database?
Who will use this proposed database?
You might get some key design concepts from this tutorial. You have to work through it, and there is a solution included.
