Failing on my database miserably

I was chosen by default to design and implement a database for an Emergency medical services department and have had major issues since day one and was wondering if there were services you could upload your database file to and get some help or critique?

Each paramedic is required to take certification courses. They want to be able to see who is taking each course, who taught the course, and when the certification expires type of deal.

I meant correcting the database design.NOT DESIGING IT FROM SCRATCH!!!!!!!
