Download what file - an image?
Grab what new image - the downloaded file?
How is the report supposed to know about this new image file? Is this image supposed to be different for each record?
Use an Image control with ControlSource property set to the path of the image file. If the image must be different for each record, then need to store the filename in a text field and use the field in the ControlSource. I recommend UNC path, like:
="servername\\filepath\" & [fieldname]

I have an image (.PNG) on disk
Lets say its in C:\Images\Image.png
Image.png is not stored in Access it self.
I have a report and i want this report to display Image.png obviously, but the latest version of the image
So every time the report loads, it needs to load the image from disk, on the report.
Not real high tech stuff i guess, were it not that im failing at every attempt.
If the image will always have the same name:
="C:\Images\Image.png"
