Building an employee project management timeline

I am looking to utilize access (possibly excel imported to access) to facilitate a project management timeline for teleworking employees. We need to account for the following: The Task (want them to be able to choose from a list of project/activities), time spent working on it, and the date this was completed. We want to be able to track individuals along with aggregate data for certain tasks. How can I create a universal template in access or excel that will compile this data? I am just looking for at the very least an approach I should take. Any suggestions/help is welcome!

If you are not familiar with relational databases I suggest you use an off the shelf solution like Microsoft Project.
