Having the header ordered to appear on top of the detailed section

I have a very picky problem, but I'm detail oriented like that. I have a report which is structured like this:

The ""Size", "PCS/CTN", and "SF/CTN" are in the header section. Each of these labels has a border. The problem is that the detailed section appears ahead of the header section, so the bottom border of the labels doesn't show up, and hence looks like this:

I don't want to put a line control in, just in case a field expands beyond it. And I can't create space above the text boxes, or it will create space in between each line. The best solution would be to somehow have the header appear before the detailed section, but I can't seem to figure out how this might work. Anyone have any thoughts?

Did you try increasing the space (or adding a small space) between the bottom of the header labels, and the bottom of the header itself, i.e. just above the "Detail" section?

The header section IS before the detail section. Do you mean detail section textboxes overlay the bottom edge of the header labels? Can put a little space below the labels in the header section. Or use FontUnderline property of label. Why not a line control in the header below the labels?
