Adjusting the form detail section and footer section

In design view, I have about 1.5 inches of space from the bottom of the lowest control on my form (a rectangle) to the bottom of the detail section. But when I go to form view, the all of a sudden, the footer section is right up against the bottom of my rectangle, when the design view shows plenty of space. I tried adjusting the footer section and nothing is working.

Also, in the property sheet, I changed the width of the form from 13.5 inches to 12.0 and it did not work. The value 13.5 still stayed in there. What is happening here?

No. It turned out that the form was not maximized. That was it.
