remove design view and layout view on right click

Is it possible that a database only allows the use of short cut menus for certain users, for example

admin level users can right click
standard users cannot

is this possible to do? can it be set as a database wide change I.E in a module or would it need to be coded onto each forms on load event?

they require the short cut menus so they can access the filter options, but do not want the forms to be changed.

any help would be wonderful

Code each form.

Use conditional code to set the ShortcutMenu property of form.
