Broken Reference "EntitlementClientBootStrap.dll Version 1.0

I have a DB on the my computer - a person was able to access through our network - today he is getting the error Broken Reference "EntitlementClientBootStrap.dll Version 1.0 and he can not access the form. If I run the debug on his computer - it points at DoCmd.gotorecord , , acnewrec




I was looking for this on the internet - we did load an Intuit product on this machine this morning - but it doesn't make sense that it is affecting this file.
