Yes you can..
All you need is the Cell Phone Company text service name.
Verizon = @vtext.com
Sprint = @messaging.sprintpcs.com
T-Moble = @tmomail.com
AT&T = @txt.att.net
You will need the cell phone number.
Then just send a email.
Like: 1112223333@vtext.com
it will send a text to the cell phone
and when they reply it will come back to your email..

that assumes you know the cell phone company of the recipient.
The other option is to use a company like twilio - but there is a cost involved - think it is around 3-4c/text

I use Twilio for both text & voice messages.
There is a cost but it is more reasonable than some other providers.
Both their API documentation and support are excellent
