are some of the format condition dependent on what's in the cell? or are we talking about an entire column or row being formatted a certain way? Does the resultant excel file have the same number of rows/columns each time or is it variable?
Yes and No... almost every cell has HTML code in it. In Access I designate the text box (cell) with a Format of Rich Text and the bold, underline, etc. shows. I don't have the equivalent option in Excel, however, it seems that it's always available anyway, but the code is hidden from me. Is there anything I can do to get Excel to interpret and act on the embedded HTML code?

You didn't really answer the question though.
If you are exporting information in the same layout (or generally so) every time you can have a 'template' excel file, you can programatically export data to that template then save the template as a new file with all the formatting already in place more easily than exporting to an excel file cell by cell to deal with special formatting.
