Locking the design and Layout views

How can I prevent a user from going into the Design and Layout views of a form that I made to make unauthorized changes?

I have the database password protected, and the data files are hidden, but the user can still access the views options.

Create ACCDE version, but make sure that you keep a copy of your original incase you need to make changes.
