Report doesn't print on 1/3 of the page

I am not sure why but the report prints the footer on the second page, even when there is 1/3 of the page left on the first. Is there a fix for this? I have tried moving parts around, shrinking them and even making them part of the report footer/page footer and such.

Check any group footers you have and the report footer properties. Force New Page property should be set to None.
