regional settings for Date Formatting

how can i programatically change the regional setting for short date and time format?

You can set user-defined date format function like

 
Function dateformat(a)
  dateformat = Format(a, "mm/dd/yyyy")
End Function
 
dateformat(#8/13/2009#)="08/13/2009"
