Access 2007 Append Query Invalid Procedure Call

I am getting the above error on a fairly basic query. I have created a sample data base with the query, and two tables it uses. I am only using one criteria, and thats only looking for "Is Not Null". I can not include any data really because its private in nature to the company. I came into this with this already being built, and would rather not have to start from scratch to get this to run. This usually only happens on occasion (we run this query multiple times daily), but lately it has been doing it daily. Thanks for any help. If there is any field in particular that you think may be helpful i might can help there, so long as it doesn't give away to much info.

I actually forgot, there are two other queries that append to that table before that one does. I have included those in a separate data base here. You can add them to yours if you are using them for testing.
