Database doesn't open by click if somebody already opened it

    Hi, everybody!
I come across a problem with sharing database Access 2003. If one user open db, then other coulnd't open by clicking on icon. Nothing is happened. But it opens when go to Access and chose open option. Database is split on Front end and Back end.

It is problem of network setting? But administrator told me that he gave right for reading for all users.
May be somebody know what is up?

All users need Read/Write/Delete permission on both FrontEnd and BackEnd folders. Access needs to maintain the .ldb file (multi-user lock file)
