    Popup Form

Is there a way to keep a form on top of other windows that are opened after the form? I thought that was what the popup property was for, but it isn't working that way.

I have a form with a command button that opens a folder of picture thumbnails. I need the form to stay on top of the file so the user can click toggle buttons on the form to select which picture numbers they like. I would rather the user not have to keep sliding to the bottom of the screen to bring the form back up with each selection.
This database is nearing completion thanks to your help, and I only have a few more pesky details to work out. Thank you for any help.

Instead of a separate form, how about a SubForm?
