    Access 2021 and Access 2019

Will VBA compiled in Access 2021 run properly on computers with Access 2019 installed?

It should do but I'm not sure there is any way to check short of actually trying it.
I'm not aware of any new functions in VBA that would make it break?

The last update to VBA was in Access 2010...so the answer is yes
If you mean will an ACCDE file that was created in A2021 run in A2019, then almost certainly ...possibly unless it includes support for the DateTimeExtended datatype
