Reports, w/grouping and 'force new page' sharts with a blank page

I have a report with grouping; generally it does what I need it to do..
My issue is with its 'formatting' (which has become a bit of a wack-a-mole)

    GROUPING and SORTING:
    - group on RepAgency
    - ...sort by Manufacturer
    - ...sort by ProductID

    REPORT SECTIONS:
    - Report Header
    - Page Header (empty)
    - RepAgency Header
    - Detail (w/ Manufacturer and ProductID at each record)
    - Page Footer
    - (no report footer)

(all of the grouping / sorting operates correctly)
what i want is for each group to be on its own page -preferably with the report header (NOT a deal-breaker if i cannot.) (? I'm guessing that to do this, i should move the report header controls to the page header - correct?)

    ***at a minimum:
I'd like the report to start with the report header, IMMEDIATELY followed by the first group on that same first page,
then at the end of that group: a page break with the next group starting on a new page (not having a header at the top of the new group, while not ideal, is OK)

what i get is a REPORT that starts w/
a Report Header - correct; BUT... the remainder of that page is blank
on the next page the first group starts

It is the remainder of the first page being blank that is being complained about

--> tried putting 'force new page' after the RepAgency header; it pushed the detail onto a new page (orphaning it from the group)
--> tried putting 'force new page' after the Detail; it pushed each record onto a new page (no useful in this situation either)
    --> tried ...

    lost in the wack-a-mole

=move everything from the report header to the RepAgency header, add RepAgency footer and set Force new page after.
