Upgrade 2003 db to 2016 db with security intact.

I tried to find a solution in the forum, but was not able to do so.

I have a 2003 Access database with security enabled using a system.mda file. This is an upgrade from Access '97.
There were some issues during the upgrade and there will be more getting up to 2016, for sure.
My biggest desire is to keep the forms and reports intact.
It is for that reason that I have been confronted by a major problem in upgrading from 2003 to 2016. And that is security.
The upgrade worked, no problem. The problem is that I get permission errors when I try to open forms and reports.

I cannot figure out how to add the security from the previous version to be able to open these objects.

    Your help is greatly appreciated.

The old ULS workgroup security has been deprecated in the newer versions of Access. So you need to remove it before you import all objects in a new 2016 file.
