How to display all group headers even if there is not data for that group?

I have a report that lists people out of compliance in 6 different categories. Sometimes there isn't anyone out of compliance in category 2 and 3 but I still want it to show the header for those categories. What is the best way to do this?

Have a separate query to list all the categories and left join it to your original query. Group on the category in the new table

Or, assuming you are using a crosstab query for your report, use fixed column headers on the crosstab query.
