That file contains all the standard Access wizards. It certainly shouldn't cause a security warning.
Suggest you run an Office repair

is it in the right place? don't recognise the ROOT folder.

Another thought, Never installed it myself as it comes with the initial installation so just a guess - perhaps you have downloaded the 64bit version and running 32bit. 32bit will be in program files(x86), program files is for 64bit

Either way, Colin's suggestion of a repair would seem to be the way to go.

Also make sure that folder is in Trusted Locations. That path looks the same as mine:

    C:\Program Files\Microsoft Office\root\Office16\ACCWIZ\

    repair was useless.....
I bought Access 2019 from the microsoft web site. (erroneously thinking I could query them if i had questions.. WRONG. Anyway, my problem is: after downloading and installing VBA64-KB923167-X86-ENU.EXE as a vba upgrade, my wizards stopped working.
    Initally I got this message:Attachment 46277

after uninstalling and reinstalling I now get this:Attachment 46276

As usual, besides trusting Microsoft, "What did I do wrong and how can I get back to normal?
    Thank you...

I can not see the Control Wizards sub key or the libraries subkey.

    Also Office repair did *nothing*

That seemed to fix the problem. thanks. It does beg the question "It was a microsft file, from their web site and Access is their product ' why couldn't they, as part of the install, do the same thing?" But, no, my experience is they had no idea what I was talking about. So muchas gracias pbaldy your solution did the job!!!!

Happy to help! I think that location is normally added by default; it was to mine. I guess somehow it got deleted from yours. It's a registry setting so maybe something goofed that up.

I suspect that trusted location had been removed by mistake at some point:
