Layout problems caused by one to many sub reports

I have a report which has 2 sub reports. The only way I an get the 1st page to print correctly is to have the data below the sub report directly below it on the layout, this means it is between the 3-6" vertical position. This first page prints fine.

If the layout of the 2nd page starts at 9" mark of the report it prints 1/2 way down the page and creates a 3rd page. If I move it up so it prints at the top of the page it starts at approx 6.5" position. This creates anotherproblem which is any data
which is at the normal page break of 8.26" is split apart as seen on my example2.

The page size is A4 in landscape with .25" margins.

Can you force access to print the fields on the report in a specific position regardless of page breaks or one to may sub reports?

Generally sub reports wouldn't be placed next to other objects (horizontally) because their height is variable.
Whatever is at the side of them is going to look out of kilter if there is either too much or too little subreport data.

You can move objects based on something like a sub form record count but it all gets very involved.

This may be where you are trying to reproduce an existing paper form, but in reality a slight redesign is going to serve you better.

EDIT: Access will move anything down, that is below the sub report object if the sub report is set to can grow, which it obviously need to be.
Hence my suggestion of not placing things next to the subreport.
