Why does security Alert pop up in 2.0 Ghz sys but not the 2.8 Ghz sys

Why does security Alert pop up when opening an .mdb file system in a 2.0 Ghz, i/7 8 RAM SSD system but not the 2.8 Ghz sys of the same basic hardware, both machines running WIN 7? Why would the I/O be unacceptably slower in the 2.0 Ghz system? Why would I have to delete 40% of the 25,000 records to bring I/O performance up to the 2.8 Ghz machine?
