ODBC Connection Failed (using Runtime Access)

    Having an intermittent issue.

I have my backend in SQL Server in an azure type server (meaning not Azure but I access the backend over the internet)

on my primary laptop I have MS Access 19 and my Access Frontend that is connected to the Server/backend with no problem

on my secondary (testing) laptop I have MS Access Runtime 16.

on my first (or second) attempt I was able to email the Access front end to the testing laptop and it opened and connected to the back end server.

on the other 8 attempts it always opens and says Connection to the server failed.

the other 8 attempts are because I updated some minor things in some forms (locked or disable some buttons fields etc)

i have tried using .accde as well as .accdb

and with the testing laptop being runtime I do not have the external database tools like the linked table manager to try to see what is going on.

    any thoughts are appreciated

    Thanks

    Possible causes:
    * If the connection is made using your windows account it can be your account on the second laptop is a different one and has no rights on the database.
    * If you are using a different access version you need to use the correct ODBC version for that access

Ok I found the version that works correctly (connects to the server) what do I need to look at and compare to the versions that are not working correctly?
