Can these criteria be found in MS access ?

Track training records and status company-wide, or drill into individual training status.
Assign required training by individual, job function, or group.
Require retraining based on calendar time, course version, or one time only.

Schedule and manage Training courses according to date and department.
    Record attendance, training completion,
    Record training assessment scores.
Print status reports to demonstrate training compliance.
    Print employee transcripts.
    Print employee training plans.
Save file attachments associated with the records.
Import master course and personnel data.
Export data and reports to various formats.
Audit trail report which tracks data changes.
Send course session reminders by email using your default email client such as MS Outlook.

    Yes.

But it's quite a big project for a beginner.
Have a look for an online model of the tables set up. There are things out there that might give you a head start.

You would normally achieve that with a Dashboard form within the database.

It would list anyone with upcoming or overdue training. This all depends on the data being set up correctly.

It seems like a hard task to pull since i have very little knowledge on MS access, would it be easier to go a different route than MS access ? and how much would this database system cost ?

In the past I have written such an application in Access on SQL server for a nuclear plant, but took me 6 months to complete.
Some criteria you need to decide which way to go:
    - how many users on the system?
    - should the results be viewed online or even been updated online or not?
    - consider the privacy rules and security issues

So I would say: look at the project requirements and plot these against your budget and the internal knowledge of how to do it. Then you can decide which tools to use, build it yourself or outsource the project or buy an ERP solution and adjust it to your needs.

its only for 2 users just to document small business activities and keep it on an internal server so, no need for it to be online.

I saw a solution for 400$ but i think its too much, but once again there i dont have the time to dedicate myself into building it so i was wondering i could make a deal online and ask someone to do it.

I think there are a lot of people here who will help you on your way for free, but if you want a professional to build it for a job, you won't get far on 400 $. Here in Europe this will buy you about 5 hours of work. so the 400 $ solution doesn't sound so bad if you can't do it yourself. On the other hand, a good manual + the expert help you can find here could get you on your way for free.

I would agree, $400 isn't a days work for a contracting firm. It might just about cover a one-man band day rate.

Even if you had to buy something for $500 it would be good value compared to someone spending between 10 to 20 days building you a bespoke solution.
