    I created a Pallet table with just a Qty and WorkID field.

    Then I created a form for the user to fill out. They stated how many items could fit on a pallet. This calculated how many pallets were needed.

    This created 26 records with items with 15 listed in the Qty field.

    The report is based on a query of the WorkID. As there are 26 records linked to this WorkID I used the Page and Pages function replacing the word Page with Pallet.

    There may be an easier solution but it works which is all I care about.
