    I am not understanding what that form is nor what menu that is.

    An Access form or report must be in Design View for CF. And you select controls, not columns.

    Okay, I learned something new. Yes, CF is available for a single "column" with form in Datasheet view. So switch to DesignView and select controls.

    Conditional Formatting can be applied to only textboxes and comboboxes. So select those that you want to apply CF to.

    I don't know what you mean, where it is done, in which place can I choose formatting in the project view?

    What do you mean by 'project' view - really form view? Switch to Design view. Select textboxes and comboboxes you want to build conditional formatting for. Was the tutorial not helpful to instruct how and where to build conditional formatting? This is basic Access functionality and I don't know how to better explain what to do.
