Can I create a form and email it to someone else to use in their database(same database)

You'd need to create a blank db, then export the form to it,THEN
email the db.

Another option (though ranman's is simplest) is the saveastext/loadfromtext, which would allow you to send a txt file if sending a db isn't allowed: At the bottom:
