I never use Tabbed Documents, alway Overlapping Windows.
How do you get this two-tone effect? Why does that bar appear to shift below Case List label?

That's the question. This two toned effect doesn't appear in blank databases, only in the provided templates. I've done nothing to them.
The top part of the header seems to be a gradient, then a bar with a bottom border or line, then a solid background underneath.

As an aside, since I haven't dabbled in Access for some years now, why do you avoid tabs?
Because as developer I often want to see objects side by side when I am designing and reviewing. Also, I often don't want user to just flip back and forth between forms. Of course, could just not show the tab for users to click on.
And then I just like the aesthetic of overlapping windows.
In my display viewing PropertyList form, that line is not heavy and dark, it is a light gradient effect and the bar falls exactly behind the labels same as it is positioned in design.
However, I am working in Access 2010.
There is no CaseList form.

I gave two backcolor themes to show some variation. But you still see the problem, yes?

It an Image. Go to the Header Properties and remove the Picture.
Or shift controls in design to sit on image and reduce size of header.
As far as I can tell, those 5 empty label controls that extend into Detail section can be deleted from layout group. All forms have this and I have no idea why.

its in the form properties, not form header propertieshere are no picture settings in FormHeader. Is it somewhere else?

because the image applies to the whole form. Depends on the image but can be sized to just fit the header section. You can play around with the tiling, alignment and size mode to get different effects, some good, some bad - but does depend on the image
