    leap year is off

So I tried to do it on my own and I did a pretty good job for the way I want it to work but for some reason (obviously I did something wrong) the leap year (Feb 29) is off by a year so instead of Feb 29 showing in 2020 it is showing in 2019 and the subsequent periods are off by a year in the same sequence. I have attached the code; if someone can take a look at it and figure out where I went wrong.

    leap year issue form image

I attached and image of what the form looks like. I know there are other means of doing a calendar but this way is the preferred way.
