Drag and Drop not Working in Access 2016

I have been using the Drag and Drop routine that is described at https://techcommunity.microsoft.com/...on/td-p/289600. Although this has been working fine with Access 2010 and Windows 7 and Windows Server 2008 R2 Standard, it does not want to work if the Operator is using Windows 10. The author of the referenced article reports that it doesn't work on Access 2016 and Windows 10 and I have confirmed that as well. It seems that the common entity is Windows 10, not the version of Access we're using. Any suggestions would be appreciated.

So user goes over to Windows Explorer to navigate to a file then does drag and drop from Explorer to Access?
Tested code. No errors but nothing happens.

Instead of all this API code, why not invoke FileDialog browser from within Access?

I know this doesn't solve anything, but just to confirm: I've used drag and drop code that's worked perfectly in Win 7 that does not work on Win 10. I've posed this question on other forums but so far I haven't encountered a solution.

So MS removed support for this from Windows 10. How nice

While it does seem that way, I'm HOPING that someone knows how to tweak it to work in Win 10. Note that I've been hoping this since I got my Win 10 laptop in January 2018...

Actually, it appears to be a new, Win 10 Security issue... See below...
