sending texts from my pc with Access

I have an access database that i use for my clients (accountantcy) and i'm looking at including a texting service.
when i book my car into the garage, i always get a text with the details of the appointment on.
I want to do this.

If i get a letter from say the inland revenue, it gets logged on access with a code number. what i want is an automatic text sending to the client saying 'we have just recived information from the revenue and sorting it for you'.

can this be done?
if not what could be done?
