Thumbs down Form size affected by tabs in editor!?

I tied to find this topic, but am not sure how It would be called.
My Access (2007) has this annoying behavior I can't understand:

The size of Forms (PopUp windows) does not respect the Width and Height property, but is determined by the size it _CAN_ occupy in the editor (how much space there is). Well, that might sound Chinese. See the attached picture.

Resizing the properties tab has an affect on the form width. Hiding the ribbon menu would make the form higher.

I have one other form that does the same and one small form that (no idea why) behaves OK. I compared Form properties and found no real difference.

So far I'm setting the size of the properties-tab so that the form has the right size

    Lightbulb

It was the "FitToScreen" property, that needed to be set to FALSE.
The documentations however says something different:

...whether the width of the form is reduced to fit the width of the screen

In my case it did not reflect anything about the screen, but the layout of panels in the editor (MS Access). So the lesson here is "don't blindly trust the help pages"... or learn where to find relevant info.

I am using Access 2010, I tried this suggestion but still the form covers the whole screen. even if the "Fit to Screen" is set to False/No. in earlier version which i was using, you can set the size of the form, but in 2010, i cannot seem to reduce it.

    can you help me please.
