Have you looked at any of the Templates for MS Access yet?
Yes. None fit my exact needs
Are any "close" to what you want because they should be pretty easy to tailor to your exact needs.
I will look again but I have done this before but it was so long ago that I cannot remember how I did it
It is *much* easier to modify an application that is "close" to what you need than create one from scratch. There are plenty of helpers on this forum that would be glad to help if you get stuck on something.

Did those suggested models not have a work order table linked to some other table (e.g. work order task)?? This seems pretty basic. Wondering why they didn't meet your needs.
There are several supporting tables that you could link to a work order table: task comments, completion comments, approval comments, task order parts, costing, etc.
