Access DB split Front end and back end but still only one person can View???

I am having issues with users not being able to access the front end and back end simultaneously. Both FE and BE are stored in a shared network drive on two separate folders and still when one is open the other file cannot be accessed. Any ideas what I'm doing wrong?

Backend should contain tables and reside in a shared folder.
Frontend contains queries, forms, etc... NOT TABLES and a copy resides on each user's PC.
Tables are linked to each front end.
