Can't seem to join tables properly in new query

I'm trying to join two tables in a query, but I can't see the arrow that comes up.

These were the steps I took:

    Create>Query Design

Added "Emp Tax" and "Wages" tables.

Then I manually joined the tables. I'm trying to make a query showing employees owing more than $1500 in taxes (in the Owe/Refund Column in the Emp Tax Tab) in the position of Production. Each time though, the query comes up blank.

In the Design Area of the Query where the two Tables Appear:

Click the line between the two tables in query design. With it selected it should look a little thicker. Press the Delete Key. Click and Drag from the Employee ID entry on the EmpTax table, and drag to the Employee ID entry on the wages table.
