Compile Error: Can't Find Project or Library

I am getting the error mentioned in the title one one machine with Access 2010. The database was built with Access 2013. It runs on systems with Access 2013 and Access Runtime 2013. I attempted to install Access Runtime 2013 on the machine and it still gets the error. What could be causing this issue?

It could be something missing from the REFERENCES. In Access, view the project, get in VBE, menu: tools, references.
See if it is referencing Excel or some special app/control,etc.

The target PC could be missing it. Like the Ref says Excel 12, but the target PC uses Excel 14.

(Or a control like calendar.)
