In a form, are you able to create a list of all your records so that you don't have to scroll through the bottom arrows every time? Or are you able to hyperlink the corresponding project from a table to bring you to the project's form page?

Have you tried the Datasheet view?
As rural guy said: use datasheet view.
Or you can put a listbox on the form
I think this is one of those posts where a picture/drawing of the desired output would be helpful.
Data sheet view certainly covers seeing all records without using the "bottom arrows".
But perhaps a form where you enter/ or select some value, then all records with matching values are displayed (in data sheet view)
I'm aware of data sheet view, but what I'm trying to do is be able to go to the form for a specific project on the forms page without flipping through all the projects. Ideally, I'd like to have a list to the left on this page that contains all the projects so that I can jump quickly to that form page.

This will allow you to create a listbox, which will show all your records. When you click on the form to create the listbox make sure you select "Find a record on my form based on the value I selected in my list box" on the first page of the wizard. Then add the necessary fields you want to show in you listbox. You can add headers to the listbox to show field captions (as set in the table properties in design view)
