Stand alone exe for a database copy

Hello, I need to do a small program, a stand alone exe if possible (so working without Access installed on the computer running it) with a simple task: to copy ALL records (no matter how many) from one database to another. The databases are of a DBF type, DBASE 3 format. I can do this in Access (import, open, copy, export) but only using the mouse and keyboard and Access of course. How can I do the exe for this?

What about Excel? You could use VBA in Excel to connect to the db using ADO code and import the data that way.
    is this an option?

It may be, but I couldn't find a posibility in Excel to export the new database in a DBASE 3 format. For me in fact, I don't care how, as long as I can copy from one database to another and get the result in a DBASE 3 format. The only condition is to work on a Win 64 bit system. I had a program for that in DBASE, but this one doesn't work on 64 bit systems. And I need the databases to be in the DBASE format (unfortunately). If it's a standalone is better, but if it is in excel it doesn't matter too much, almost everybody has Excel.
