Limit To List Property

Any idea why this property would not work? I got 2 forms that are relatively similar. One of them works fine but the other does not. It still lets me enter data into the field even though Limit To List property is turned on. I believe this is a combo box and I gave this field a value list for the user to choose from. Let me know if any of you can think of what is going on here.
