Since SSN is the only link for the two datasets, I guess you will have to rely on it as primary and foreign key. Not ideal but appears you are stuck with it.

??You currently have a similar application in Excel OR the application you took over from the other company is in Excel??
If you have it working in Excel, why are you changing to Access?
If your company has expertise in Access and Excel, how did you with limited Access experience get to develop the database/application in Access?
There must be more to this story than you have posted. Please clarify.
