Whenever we try to open the program or database, we get the error that it is not a recognized database file. I am not able to use the repair utility since it does not recognize the file either. I have downloaded three different demo utilities from the internet and they won't recognize the file.
Any suggestions are greatly appreciated. We are desperate here.

It was running okay before what?
If the file is corrupted beyond recognition, I doubt recovery is possible.

ACCESS 2.0 is a very old version. Tell us about the database -it's origin, it's purpose; who used/uses it.
You have no backup, but what about documentation. Who knows about the database?
Only option may be redevelop.

It is a split design database. It was running fine until they forced a reboot on the server. Probably database was open.

Custom made app. Plumbing company. I have an old version from3 years ago that they can go back to. We would like to recover the data if possible.

This is a long shot... way long........Probably database was open.
Look on the server in the where the BE is stored for a " .ldb" file with the same name as your file and delete it. (If the BE name is "MyXYZ.mdb". look for "MyXYZ.ldb".)
Also check on the workstations for " .ldb" files and delete them (with Access closed).
When a mdb is closed unexpectedly, the ".ldb" file does not get closed properly.
If there was a write process happening at the time of the reboot, as June said, it is probably corrupted beyond recovery.
There are companies that can sometimes recover most if not all of of the data... but is costs a lot.

yes, I had deleted the .ldb files already. Still the same issue.
I submitted the file to SysSoft by email. let me see what they have to say.

You may then consider
-regular backups
-binging to a newer version of Access
-regular backups
