the current user doesn't have permission to convert or enable this database issue

I'm trying to open an access 97 database using access 2003. The database is security enabled. When trying to get to the database I get a "the current user doesn't have permission to convert or enable this database" error. I'm not very familiar with access security so I'm not sure what is causing this issue or how to resolve it. The database has some very important data that I need to retrieve. Can some one give me some info or point me in the right direction?

No I didn't access access 97, however I was able to get the data in access 2003 with a compress and convert. Strangely, enough though I managed to get access 97 and I couldn't get the data from the database with it.
