Page header won't show in switchboard

I have a switchboard and i want to add a label in the page header to help people when using the swtichboard but the page header and label won't appear when i change from design view.

I must be missing a "visible" option somehwere i just can't seem to find it.

The visible property is on the property sheet/format tab.

However, I have found that sometimes the Page header will not show on a form.
    I use the Form Header.
