Error message 'Error in Loading DLL'

I keep getting the following error message when I try to debug or compact my database;

Error in loading DLL

What does this mean??

Were you able to compile and C&R in the past? This is a new issue?

I think could be a number of causes, maybe even corrupted install of Access.
