Access database on server can only be accessed from that computer - Exclusive

I have an access database file that is on an XP computer that five users connect to. The computer where the file is stored is strictly a file server.

Users can not currently open the database for some unknown reason. When trying to open the database a dialog box states the following,...

"The Microsoft Jet database engine cannot open the file 'X:\DirectoryBlaBla\file.mdb'. It is already opened exclusively by another user, or you need permission to view its data"

There is no one connected or using the database. We can open the database on the server and it works with no errors. We also could not copy the file from a networked computer with no users connected but can copy the file from the server. We copied the file to another directory for a backup and the file was able to be accessed.

Some are using Access 2003 and Some are using Access 2000. All computers are using Windows XP.

Any help would be greatly appreciated.

Any application accessed by multiple people should be split:
