Count Query Returning Blank/Null - Tried everything- Please help - Database uploaded

Hi guys, basically I have a database that has lots of checks that need to be done each day. I have a report that works out the number of completed and incompleted checks for each area (Cell1,Cell2,Cell3 are the areas). From these numbers it works out the percentage.

However when for instance all the checks are 100% completed for any cell, it will dissapear off the report. The same thing happens if the checks are 100% incompleted. It needs to be on the report.

I have tried using the nz function but I just cannot get it to work. I have tried various different ways of doing this.

I have extracted the relevant objects from the main db and will upload it here if someone can have a quick look please?
To see what I mean by cell3 dissapearing from the report open "qrychangecheck" and then on the bottom record under complete column, change from 0 to -1 and then re-open the report. See that its gone because all the checks are completed.

Please can anyone help me, ive been at this for days and I cannot find a solution. It will be greatly appreciated.

    Thank you

Will be easier for someone to help, if you upload the db preferably in .mdb format.

    Thanks

Currently unable to troubleshoot the problem.
Check the attached & try running the query qryFinal & see if it gives some guidelines, till someone comes along.
