Subreport not printing when main report is blank

I'm using Access 2007 and have a main report and a subreport. The subreport is in the Header section of the main report. The subreport will only print data if the main report has data. The "On No Data" event on the main report is blank, so there is nothing there that could be limiting the subreport from printing.

Are the Master/Child link properties of the subreport container control set?
