Query does not retrieve all the rows

Within my database I have a report (BusStopsByRoute), and, somehow it is displaying only portions of a query that retrieves rows. Initially one would think that there is a problem with the relationships however, a separate query returns data correctly, hence, the problem is thought to be an issue with the report itself.

Attachment includes screenshot and SQL query.

The report should show the same results as query BusStopsPerRoute? I pasted this query's SQL into the report's RecordSource and the results appear to agree.
